Mentsuru City Hall Branch is a Japanese restaurant in Jung-gu, Seoul, near City Hall Station. On a second visit, I ordered mildly spicy abura soba, tender chashu don, and house-made karaage, and the friendly service stood out again. Verdict: a satisfying choice for a solo or two-person City Hall lunch.
