Mentsuru City Hall Branch is a Japanese ramen restaurant near City Hall Station in Jung-gu, Seoul. On a return visit, I tried shio ramen, spicy tsukemen, and house-made karaage; the clean shio broth and crisp, juicy chicken stood out.
