Mentsuru City Hall Branch is a ramen shop on the 1st floor of 2 Seosomun-ro 11-gil, Jung-gu, Seoul, that I wandered into while walking down from Gwanghwamun. It was chilly out and I was craving hot broth while trying to decide where to have lunch.
We'd set out for a Gwanghwamun date and got stuck wondering where to eat a good lunch~ The weather was cold enough that I was desperate for hot soup ㅠㅠ So we just kept walking and walking, and before we knew it — City Hall!
On a cold day, nothing beats rich hot broth with a beer, right? That's when I spotted Mentsuru, a long-established spot with a wide variety of ramen! I felt it was fate and walked straight in! Visiting after lunch hour meant it was pleasantly quiet~
Looking up reviews beforehand, people said it was clean, friendly, tasty, and good value, which made me even happier about coming~ I'd happily come back — it was perfect! We grabbed a sunny window seat~

Of course. We couldn't skip the one drink we absolutely had to have! Draft beer and highball were on discount, so it felt mandatory to drink at Mentsuru, this beloved City Hall ramen spot!
Maybe because cooking started the moment we ordered, the food came out fast and piping hot — lovely! And even before tasting, just looking at it, you could immediately tell the soba and ramen were high quality~

If there's one dish I'd personally push you to try at Mentsuru City Hall Branch, this beloved City Hall Station ramen spot, it's abura soba — think of it as oil-mixed noodles, and it was incredibly rich, deep, and generously loaded with ingredients!
Ramen and soba might seem like simple dishes, which is exactly why they can turn out mediocre elsewhere — but at Mentsuru City Hall Branch, the ramen was clearly prepared with care and cleanliness. Each bowl is made individually, which is also nice from a hygiene standpoint~
Even the thick slices of meat and the nori (seaweed) were never dry — soft and moist, delivering a high-quality meal! It made me wonder how ramen alone could be this filling, and it captured that deep, savory, upscale ramen flavor perfectly! I can confirm and vouch for this as a ramen place I genuinely visited myself.
As you can tell from the photos, even the color was on another level! The overall composition at Mentsuru City Hall Branch really felt like great value for money~
Free gyoza for a receipt review, plus the shoyu ramen
The portions and variety were generous, and since they were running an event, we got free gyoza (dumplings) with a receipt review, which basically completes the value-for-money picture! The meat in the shoyu ramen had a wonderfully soft, moist texture! And you could adjust the broth's seasoning to your own taste, which made the meal even better~
Once everything we ordered at Mentsuru City Hall Branch was ready — ramen, soba, and gyoza all laid out together — it looked incredibly appetizing!
Karaage with discounted draft beer and a highball
Crispy fried chicken paired with draft beer was even better — chewy with a deep aroma! It also went great with the highball, making it an absolute perfect pick for my taste!
The store itself, as well as all the side dishes, were prepared cleanly and neatly — a place I'd recommend bringing anyone, any age, to enjoy high-quality ramen. The care and attention put into the food made the price feel well worth it, so I'll wrap up this post with my recommendation!
