Restaurant number 568 for Azure & Blanc is a ramen spot near Seoul City Hall in Jung-gu — an office workers' favorite near City Hall Station that also makes a great date-course dinner before the Deoksugung night opening!! Mentsuru City Hall Branch!
This is our third Mentsuru branch visit, so we can say it's a ramen spot that's delicious and easy for both Koreans and foreigners alike!! We couldn't get a Deoksugung night opening reservation this time, but let's go grab dinner before the stone wall walk anyway!
First floor or basement: where do you order at Mentsuru City Hall Branch?
The kiosk menus differ by floor at Mentsuru City Hall Branch. Tonkotsu ramen and mazesoba are ordered at the basement kiosk (right-side entrance)! Chicken-broth-based ramens like shoyu ramen and tori paitan are ordered at the 1st floor kiosk!

Solo seats to tables for four: the basement and first floor at Mentsuru
The basement at Mentsuru City Hall is spacious and clean, with a nearly identical layout to the 1st floor, including an open kitchen! From solo seats to 2-person and 4-person tables, the basement never feels cramped!!
And the 1st floor also has a long bar table — plenty of solo diners even on weekends, plus couples out for a date around Deoksugung night opening time, and even foreign visitors, quite a mix~ Above all, the staff's energetic, upbeat vibe kept the whole place feeling bright and comfortable the entire time we ate!!
There's also an event running where you get a free drink or fried gyoza for leaving a Naver receipt review, just so you know^^
Every table has seasonings like pepper and yuzu pickled radish nearby — just take as much as you'll eat! It's sweet and tangy, and eating it with ramen totally cuts through the richness~~
Spicy tonkotsu ramen, 11,500 won: how hot is it?
This time we picked only ramens we hadn't tried before, and the bottom line is: yep, this is City Hall ramen.
First up, my personal best — the spicy tonkotsu ramen
It's spicy enough that there's zero heaviness, and it's a tonkotsu ramen that's neither too light nor too heavy, so beginners could dive right in without any hesitation!
The chashu — is it pork belly?! It's that fatty and tender, well-seasoned, and nicely seared too
The noodles are somewhere between thin and medium?! Soft texture, and they just slide right in!
Mazesoba, 12,000 won, with rice stirred into the leftover sauce
And then mazesoba. We really love Mentsuru's abura soba, so this time we went for the similarly-vibed mazesoba! Mix in the ground meat and egg yolk, and you get proper spicy umami!
The noodles are a bit thicker here, but not curly!
We needed rice to mix into the leftover sauce, so we ordered just one serving!
There's plenty of sauce left, so mixing in rice isn't optional — it's mandatory^^ A taste that keeps you reaching for more even when you're full!!
Handmade karaage, 7,000 won: one order is enough for two
You've obviously got to order the handmade karaage, right?! Fresh lemon slices cut through the richness
Load up both sauces and take a bite — it's all boneless chicken, packed with meat, and the portion is generous enough that one order is plenty for two~~
