I stopped by Sokcho and searched for a café with a good view of Ulsanbawi, and this is where I ended up.
Where is Cafe Neorae, and what are its hours and parking?
Cafe Neorae is on the 2nd floor at 114 Wonam Haksapyeong-gil, Sokcho-si, Gangwon, South Korea. It's open daily 09:00-18:00 (last order 17:30), closed on the 2nd and 4th Wednesdays of each month.

The 1st floor of the building is a sundubu (soft tofu stew) restaurant, and the café starts from the 2nd floor (4th floor is the rooftop).
You can just park right in front — there's an attendant managing parking.
2nd floor: order counter, self-serve bar and the hidden passage
The 2nd floor of Cafe Neorae is where the order counter is. There's a self-serve bar for water and paper cups, and a microwave too, so I could warm up the bakery items I'd bought.

You can get from the 2nd to the 3rd floor either via the stairs below or by elevator.

The 3rd floor is also a spacious spot with a great view of Ulsanbawi. It's higher up than the 2nd floor, so naturally you want to linger longer!

There are baby chairs, so it'd be easy to bring young kids along too.

At Cafe Neorae I ordered a seodada sfogliatella, Neorae tea, and potato bread and sweet potato bread. The potato bread and sweet potato bread are ₩3,500 each.
I wanted to try all the breads, but since I'd stopped by after lunch and was already full, I picked things I don't usually get to eat.

The coffee tasted great. I had a nice healing moment taking in the view.

Both the potato bread and sweet potato bread were nutty and subtly sweet. If there was a difference, the potato bread leaned more savory and nutty.
